§ 38.164 CONSTRUCTION AGAINST IMPLICIT REPEALER.
   Since this chapter is a general action, no part of it shall be deemed to be impliedly repealed by subsequent amendments of the code if the construction of the subsequent legislation can be reasonably avoided.
