(A) Generally. Unless displaced by the particular provisions of the laws of the State of Connecticut, the principles of law and equity, including the Uniform Commercial Code of the State of Connecticut and laws relative to the capacity to contract, agency, fraud, misrepresentation, duress, coercion, mistake or bankruptcy shall supplement the operations and understanding of the provisions in this chapter.
(B) Knowledge of authority and limitations of the city's powers.
(1) Every person who conducts business with, contracts with or provides commodities or services to the city is charged with notice of the extent of the powers and authority, and the limitations thereon, of the public officials and employees of the city, as set forth in the charter of the city, the code of ordinances and any regulations or policies pertaining thereto.
(2) In particular, this applies to all persons who participate in the procedures pertaining to the centralized procurement system as set forth in this chapter and the ethics and conflict of interest provisions set forth in Chapter 40 of the code of ordinances.
(C) Singular-plural and gender rules. In this chapter, unless the context requires otherwise:
(1) Words in the singular number include the plural, and those in the plural include the singular; and
(2) Words of a particular gender include any gender and the neuter, and when the meaning so indicates, words of the neuter gender may refer to any gender.
