(A) Whenever a recipient receives HUD housing or community development program funds for a project in excess of $200,000, any contractor or subcontractor procured under this chapter for work on such project for a contract in excess of $100,000, shall comply with the city’s Section 3 Policy. The Section 3 Policy shall apply to every contractor or subcontractor meeting the $100,000 threshold.
(B) The city shall notify all potential contractors and subcontractors of the Section 3 Policy by including a copy of, or information from, the Section 3 Policy in any request for proposal, bid package and/or contract associated with a Section 3 project. A copy of the Section 3 Policy shall also be made available for review and inspection at the following locations: City Clerk’s Office, 235 Grand Street, Waterbury, CT; City of Waterbury Purchasing Department, 235 Grand Street, Waterbury, CT and Waterbury Development Corporation, 24 Leavenworth Street, Waterbury, CT; as well as on the Purchasing Department website: http://www.waterburyct.org/content/458/930/933.aspx and the Waterbury Development Corporation website: http://www.wdconline.org.
