Investment of city funds, including those of the pension plan, are exempt from the competitive bid and proposal process contained in this chapter, except for the selection of any investment advisors or managers who direct the investment of the funds. The placement of insurance coverage is exempt from the competitive bid and proposal process contained in this chapter, except for the selection of the broker who places any insurance on behalf of the city.
