(A) Intra-departmental transfers. The appropriate department head may, at any time, transfer an employee in the competitive division under his jurisdiction from one position to another in the same class in the same department. An intra-departmental transfer of an employee to a position of another class shall be made only with approval of the Director of Human Resources. The Director of Human Resources shall be notified of the change in assignment.
(B) Inter-departmental transfers.
(1) A transfer of an employee from one department to another must have the approval of both department heads concerned, the Director of Human Resources and the Mayor.
(2) Requests for the transfer shall show how the employee concerned meets the qualification requirements of the class to which the transfer is proposed.
