§ 37.087 QUALIFICATIONS AND COMPETITIVE EXAMINATIONS FOR ENTRY LEVEL AND PROMOTIONAL APPOINTMENTS: THE GENERAL RULE.
   (A)   Entry level and promotional appointments. As required by §§ 6B-4(c)(1)(ii) and 6B-4(d)(1) of the Charter of the city, the Commission is authorized to establish qualifications and competitive examinations (unless the rules provide to the contrary) for entry level and promotional appointments.
   (B)   Vacancies in the competitive division. Vacancies in the competitive division shall be filled by examination unless the Director of Human Resources rules that the vacancies should be filled by transfer, demotion or certification from re-employment lists.
   (C)   Pre-screening. The Director of Human Resources may pre-screen applicants to reduce the pool of candidates that will be eligible for testing. The process shall not be utilized in police or fire hiring and is intended for use where there are large numbers of applicants for a single incumbent position or a limited number of positions.
