Pursuant to § 6B-4(c)(1)(xii) of the Charter of the city, this chapter shall address the appointment and procedures pertaining to the conduct and performance of department heads and designated management employees. The provisions of this section shall not apply to the appointment of the Corporation Counsel, the Director of the Budget and other members of the unclassified service.
