Pursuant to § 37.004(B) of this chapter, the Commission is responsible for the approval or disapproval of revisions to the compensation plan for all employees not covered by collective bargaining agreement. In this regard, the Commission is authorized to issue regulations addressing compensation as it may be applicable to new appointees, promotions, demotions, reallocations downward and employees.
