§ 37.002 PERSONNEL AND HUMAN RESOURCES POLICY OF THE CITY.
   (A)   General policy statement. As set forth in § 6B-4(b) of the Charter of the city, the city shall establish and maintain, by ordinance and regulation, consistent with the provisions of the Charter, a civil service and merit system that will assure recruitment of the best available persons to appoint to vacant positions, advance equal employment opportunity and affirmative action, continue training and evaluation of employees and bargain fairly with the collective bargaining representatives of employees, and that the foregoing policy objectives be achieved in the most cost effective and efficient manner. This section authorizes the use of any lawful means of administering the city's civil service and merit system, including the use of private employment agencies to fulfill the city's labor needs, provided the use of such means does not conflict with any other provision of this code.
   (B)   Financial support from the city. The financial authorities of the city shall provide necessary funds to carry out the purpose of this chapter, and shall provide the Director of Human Resources and the Department with adequate staff capacity, office space, equipment and facilities.
   (C)   Limitations of ordinance. As set forth in § 6B-4(c)(2) of the Charter of the city, this code shall not be construed to circumvent, diminish or, otherwise, violate the requirements of the Charter of the city pertaining to the civil service and merit system for the hiring and promotion of public employees.
