§ 154.065 SIDEWALKS.
   (A)   In a subdivision proposed to be located within the city corporate limits or within the jurisdiction of the City Plan Commission, the Plan Commission shall require concrete sidewalks on each side of the streets. The sidewalks shall be constructed in accordance with the following specifications.
   (B)   Grading the entire street right-of-way shall be provided for the location of sidewalks 1 foot from the front lot lines and a proper grade shall be provided by the subdivider according to the plans, profiles and cross sections approved by the Plan Commission. Exceptions or deviations to sidewalk location will be considered on an individual basis.
   (C)   Sidewalks shall be provided on each side of all streets within the subdivision.
   (D)   The quality of the material in and the design of the sidewalks shall conform to that of a portland cement concrete pavement as specified in § 154.062 of these specifications.
   (E)   (1)   Sidewalks constructed within the street right-of-way shall have a minimum width of 4 feet and a minimum depth of concrete of 4 inches, except when the sidewalk is designed into a section of a driveway entrance, in which case the minimum depth of concrete shall be 6 inches.
      (2)   The surface shall be sloped 1/4-inch per foot toward the street.
   (F)   Curb ramps shall be installed at all sidewalk-curb intersections in accordance with the dimensions specified in the Uniform Federal Accessibility Standards.
   (G)   Transverse joints shall be made at intervals of 5 feet and only with a proper joint cutting tool or metal division plates. One half inch transverse expansion joints shall be placed not more than 40 feet apart and 1/2 inch expansion joints shall be placed along intersecting sidewalks, yard walks, curb walks and street curbing.
   (H)   Curing of sidewalks shall conform to that of a portland cement concrete pavement as specified in § 154.062 of these specifications.
   (I)   The subgrade for sidewalks shall conform to § 154.060 of these specifications.
   (J)   Forms shall be of wood, metal or other approved material and shall extend for the full depth of the concrete. Forms shall be straight, free from warp, and of sufficient strength to resist the pressure of the concrete without springing. Bracing and staking of forms shall be such that the forms remain in both horizontal and vertical alignment until their removal.
   (K)   Cold weather limitations for sidewalks shall conform to that of a portland cement concrete pavement as specified in § 154.062 in these specifications.
   (L)   The surface shall be finished with a wooden float with broom finish. No plastering of the surface shall be permitted. All outside edges of the slab and all joints shall be edged with 1/4-inch radius edging tool.
