§ 154.060 STREET CONSTRUCTION.
   (A)   Streets shall be constructed or shown on the plans, profiles and cross sections prepared by the subdivider in accordance with this chapter and as approved by the Plan Commission.
   (B)   The streets shall be graded, surfaced and improved to the dimensions required by the cross sections, and the work shall be in accordance with the Washington, Indiana, Minimum Standards for Street Construction.
   (C)   Prior to placing the street surface, adequate subsurface drainage for the street shall be provided by the subdivider. The subsurface drainage pipe design, size and type shall be approved by the City Engineer. The minimum inside diameter of the pipe shall be 8 inches.
   (D)   After all earth work is substantially completed and all drains installed, the subgrade shall be brought to the lines and grades shown on the plans or as may be otherwise approved in accordance with these standards.
   (E)   Unless otherwise provided, the upper 6 inches of all subgrades shall be uniformly compacted to at least 95% standard density as determined by the provisions of AASHTO T99, Compaction and Density of Soils. It shall be the responsibility of the subdivider’s contractor to collect the necessary soil samples, determine the moisture density curves and to make the required compaction test, all in accordance with AASHTO T99. During subgrade preparation and after its completion, adequate drainage shall be provided at all times to prevent water from standing on the subgrade. Subgrades shall be so constructed that it will have as nearly as possible uniform density throughout. After compaction and final grading, the subgrade shall be finished with a 3-wheel roller weighing not less than 10 tons. In areas not accessible to the roller, the required compaction shall be obtained with mechanical tamps and vibrators. An alternate test of a loaded tandem dump truck traveling on the subgrade, observed by the Street Commissioner, may be substituted for the AASHTO T99 compaction test.
   (F)   (1)   All soft, yielding and otherwise unsuitable material which will not compact properly shall be removed. Any holes or depressions resulting from the removal of unsuitable material shall be filled with satisfactory material and compacted to conform with the surrounding subgrade surface.
      (2)   No placement of pavement shall be permitted on uninspected or unapproved subgrade and at no time when the subgrade is frozen or muddy.
      (3)    No hauling shall be done nor equipment moved over the subgrade when its condition is such that undue distortion results.
      (4)   If these conditions are present, the subgrade shall be protected with adequate plank runways, mats or other satisfactory means if hauling is required.
   (G)   The subgrade shall be prepared sufficiently in advance of pavement construction to permit the Street Commissioner to inspect the compaction and final elevation prior to approving the subgrade for pavement construction. Any irregularities or failures identified by the Street Commissioner shall be corrected by the subdivider and contractor.
   (H)   All utility and drainage excavations under the area of the proposed pavement shall be backfilled with compacted sand or No. 12 stone to subgrade level.
   (I)   Prior to placement of concrete pavement, the subgrade shall be properly dampened just prior to the concrete placement where it has become dry, where the surface has been removed by final grading or for any reason it has not been properly dampened.
