All permits to place construction equipment or construction material in the street, in alley ways, or any driveway or surface normally used by the Street Department, Fire Department or Police Department will be applied for and approved by the Street Commissioner. All permits to place construction equipment or construction materials on private property but in city easement or public right-of-way shall be applied for and approved by the Building Commissioner and/or the Code Enforcement Officer.
