Covering a vehicle or parts such as those described in § 90A.01 with tarp or other opaque covering or enclosing such items inside a fence which obstructs the view of those items from public property or a public roadway shall not satisfy the requirements of this chapter. It is the intent of this chapter that such vehicles or parts be kept in a garage.
