   (A)   Purchases less than $25,000. The purchasing agent may make purchases on the open market without inviting or receiving bids or quotes.
   (B)   Purchases over $25,000 and under $75,000. The purchasing agent shall mail an invitation to quote to those persons at least 7 days before the time fixed for receiving quotes. If the purchasing agent receives a satisfactory quote, the purchasing agent shall award a contract to the lowest responsible and responsive offeror for each line or class of supplies required. The Purchasing Agent may reject all quotes. If the Purchasing Agent does not receive a quote from a responsible and responsive offeror, the Purchasing Agency may purchase the supplies under the procedures for special purchases. The procedure for special purchases is set forth in § 36.05. The quotes must be in writing and the Purchasing Agent and Purchasing Agency shall attach the written quote to the claim form so that the quotes may be considered and examined by the Council and the Purchasing Agency in reviewing and approving the claims.
