(A) Purchases without solicitation bids or proposals. A purchasing agent may make a purchase without soliciting bids or proposals provided all requirements of I.C. 5-22-10-1 are met.
(B) Purchases from the Department of Correction.
(1) In accordance with I.C. 5-22-11-1, the city shall purchase from the Department of Correction unless the materials cannot be furnished in a timely manner.
(2) Supplies and services produced and manufactured by the Department of Correction must in all respects meet the requirements of I.C. 5-22-11-2.
