No plat shall be approved for any land bordering the Red Cliffs Desert Wildlife Reserve unless and until the habitat conversation plan (HCP) administration has first issued a written approval for a fencing plan along the border of the reserve. In the event the HCP administration has not issued an approval or objection to the proposed fencing plan within thirty (30) days of submission to the administrator, the fencing plan shall be deemed approved as proposed.
