The purpose of this chapter is to amend and supersede title 6, chapter 2, "Off Road Motor Vehicle Limitations Within Red Cliffs Desert Reserve", of this code and to amend and supersede Washington County ordinance 2007-949-O, which established the rules and regulations for recreation in the Red Cliffs Desert Reserve ("ordinance"), hereinafter collectively referred to as "reserve rules", to include the possibility of assessing reclamation costs for terrain damaged by the prohibited off road use of a motor vehicle as set forth below.
