The county commission will annually establish a budget for the council on aging based upon the council on aging's recommendations. It is the express desire of the county commission that the council on aging be self-sufficient insofar as possible and subject to minimal oversight and control by the county commission. Monies collected and expended shall be accounted for annually by the council on aging and audited annually by the county clerk/auditor before the approval of the succeeding year's budget.
