2-1-5: MEMBERSHIP:
   A.   Specified: The council on aging consists of nine (9) regular voting members, who shall be sixty (60) years of age or older, who shall be representative of the county senior citizen centers in St. George, Hurricane and Enterprise, and at least three (3) of whom shall be lay citizens. In addition, the council may have the following ex officio, nonvoting members: a member of the county commission; the council on aging program director; supervisors of the Washington County senior citizen centers; and, at the discretion of the county commission, other individuals involved in the provision of services or programs to the elderly.
   B.   Vacancies: Vacancies among the nine (9) regular voting members of the council on aging, are filled by appointment by the county commission, who may follow recommendations submitted by the council on aging. Appointments to fill new or expiring terms are effective January 1 of each year. Appointments to fill vacated terms take effect upon appointment and last for the balance of the vacated term.
   C.   Staggered Terms: Appointments as a regular voting member are to be staggered as follows, and thereafter for three (3) year terms:
      1.   Three (3) appointments expiring December 31, 2000;
      2.   Three (3) appointments expiring December 31, 2001; and
      3.   Three (3) appointments expiring December 31, 2002.
   D.   Officers: The council on aging may elect the following officers to three (3) year terms from among its regular voting members: chairperson, vice chairperson and secretary. The election will take place at the council on aging's first regular meeting of the year, every three (3) years.
   E.   Meetings: The council on aging shall meet at least three (3) times a year and may have special meetings as needed, which may be called by the chair of the council on aging or the council on aging director. A quorum of the council on aging will consist of five (5) regular voting members.
   F.   Compensation: Council on aging members shall serve as volunteers without compensation; however, members may be reimbursed for actual expenses incurred on behalf of the council on aging.
   G.   Removal: The county commission may remove members of the council on aging for good cause. Any member absent without cause from three (3) or more regular meetings in any one year, may be removed.
