The purpose of this title is to protect and promote the health, safety, morals and general welfare of the community. It is intended, therefore:
A. To provide for coordination with the county comprehensive plan for the orderly development of the county.
B. To protect property rights and enhance property values.
C. To ensure that adequate public facilities and services are provided to the people at reasonable costs.
D. To ensure that the economy of the county and localities is protected and enhanced.
E. To ensure that the important environmental features of the county and localities are protected and enhanced.
F. To encourage the protection of prime agricultural, forestry and mining lands for production of food, fiber and minerals.
G. To encourage urban and urban style development within incorporated cities.
H. To avoid undue concentration of population and overcrowding of land.
I. To ensure that the development of land is commensurate with the physical characteristics of the land.
J. To protect life and property in areas subject to natural hazards and disasters.
K. To protect fish, wildlife and recreation resources.
