10-2-5: PUMPABLE WASTE DISPOSAL:
Pumpable waste shall not be disposed of in a manner or at a facility specifically approved for disposal operations unless the following conditions are complied with:
   A.   Land application of pumpable waste on any location within the County may only be conducted by one with a land application permit from the Idaho Department of Health and Welfare, Division of Environmental Quality or District Health Department on a site approved by County zoning authorities subject to terms and conditions established by Payette County. No person shall discharge or dispose of improperly treated or untreated pumpable waste contrary to the terms of this Chapter.
   B.   Trucks and implements employed in land application of pumpable waste shall be kept externally clean, and tanks holding pumpable waste shall be kept closed and mechanically locked to prevent opening under impact, whenever in transit within Washington County. Any visible splashing or leakage of waste that can drip off or be washed off by precipitation or splashed water outside of the defined boundaries of a land application site is hereby prohibited.
