No owner or lessee of any land shall place a gate or other obstruction across a public road or highway without the prior written permission of the county commissioners, or the commission of the local highway agency having jurisdiction over the road or highway. Such gate shall remain unlocked at all times and shall require a permit from the local highway jurisdiction in accordance with the highway standards and development procedures for the Weiser Valley highway district and Washington County, Idaho.
