The Washington County board of county commissioners has approved this chapter in accordance with the Washington County land use plan, and the local land use planning act (LLUPA), for the purposes set forth in that act, and finds it is necessary for the development on land to protect the quantity and quality of groundwater in the county, and for the health, safety, and general welfare of the people of Washington County. The board of county commissioners finds that this chapter does not conflict with any rules of the Idaho gas and oil conservation commission, and is within the powers delegated to it by the LLUPA.
