A statement of intent to enter into a road maintenance agreement shall be submitted in conjunction with the administrative gas and oil well development permit application. The terms of the road maintenance agreement must be approved by the county commissioners as a condition of the administrative gas and oil well development permit and signed by the operator prior to the issuance of said permit. The county road supervisor shall have the authority to execute the road maintenance agreement on behalf of the county.
