(A) Each residence constructed in the city other than those provided for under § 150.060 shall have a sidewalk constructed in front thereof the entire width of the lot. The sidewalk shall be constructed in conformity with specifications on file in the City Manager’s office.
(B) This section, however, has no application to a block where residences have been built along more than one-half of the block without sidewalks.
(C) In the case where these regulations present a hardship upon the builder and/or subdivider, such regulations may be waived upon appeal to Council. A variance will be granted upon the vote of three-fourths of the members present.
