Each residence constructed in a new subdivision in the city shall have a sidewalk constructed across the front of the lot before occupancy of the residence is permitted. The sidewalk shall be constructed in conformity with specifications on file in the City Manager’s office. The responsibility of constructing the sidewalk shall be upon the builder of the residence.
