No person shall move any building over or upon any street, or tear down any building where any part of a street is to be occupied in such work, within the corporate limits without first obtaining a permit to do so from the City Manager. The applicant shall file an application in writing with the City Manager and deposit with him not less than $50 or an amount equal to the reasonable expectation of damages to the street, if such expected damage should be more than $50, or give bond in an amount to be fixed by the City Manager, to indemnify the city against any loss or damage that may be incurred by the moving or the tearing down of the building.
