§ 150.018 PERMIT ISSUANCE; NEW MATERIALS; APPEALS.
   (A)   If there is a determination that the proposed building or alteration is in conformity with the requirements in § 150.017, the Building Inspector shall approve the application and cause a permit allowing such work to be done to be issued to the applicant. If the Building Inspector determines that the proposed building or alteration is not in conformity with such requirements, he shall refuse to approve the application and state the reason in writing upon the application form.
   (B)   When a new product or method is introduced which does not conform to this Building Code, the permit applicant may apply for an inclusion under this Building Code by an appeal.
   (C)   An Appeal Board for this purpose and for purposes of varying this Building Code is hereby established. However, such an appeal may not be granted if contrary to the public health, safety and welfare.
   (D)   This Appeal Board shall consist of the Building Inspector, the City Manager and three persons employed in or who have made their living at building construction.
