No person shall do, cause or allow to be done, any erection, work or alteration without first obtaining a building permit where a permit is required; do any erection, work or alteration contrary to or in violation of the provisions of this Building Code or any other applicable ordinance or state law; or do, cause or allow to be done, any erection, work or alteration after work has been stopped or suspended by order of the Building Inspector.
