§ 73.14 DEFINITIONS.
   These definitions shall apply and be used by the Police Department in the enforcement of all parking regulations where the terms “street” and “right-of-way” appear in this chapter.
   RIGHT-OF-WAY. A strip of land taken or dedicated for use as a public way. In addition to the roadway, it normally incorporates curbs, lawn strips, sidewalks, lighting, sewers, drainage facilities, separation, and landscaped areas. The absence of any of these features does not diminish the area considered or allow parking to take place in this area.
   STREET. A public way for the purpose of vehicular travel, including the entire area within the right-of-way.
   UNIMPROVED ROADWAYS AND STREETS. Roadways or streets which are not bounded by curbs but have a gravel or aggregate berm or other abutment. Unimproved roadways and streets are not subject to police parking enforcement pursuant to § 73.12. However, unimproved roadways and streets are subject to the parking regulations contained in § 73.13(D) and (E).
