§ 70.11 PARADES.
   (A)   No person, group of persons or organization shall conduct or participate in any parade upon any street or highway, or block off any street or highway area, without first obtaining a permit from the City Manager.
   (B)   Applications for such permits shall be made on such forms as may be prescribed and shall contain such information as is reasonably necessary to a fair determination of whether a permit should be issued. Applications shall be filed not less than ten days before the time intended for such parade at the City Manager’s office.
   (C)   The permit may be refused or canceled if the resultant conditions would unreasonably hinder the movement of traffic or would require the diversion of sufficient police officers or firefighters so as to deprive the municipality of normal police and fire protection, or would be reasonably likely to provoke disorderly conduct, create a disturbance or threaten the safety of residents.
   (D)   The permit or any order accompanying it may limit or prescribe reasonable conditions, including the hours, the places of assembly and of dispersal, the route of march or travel and the streets, highways or portions thereof which may be used or occupied.
   (E)   The city shall assume the traffic control and necessary escort costs for parades held on the following days:
         Labor Day
         July Fourth
         County Fair
         Veterans Day
         Memorial Day
         Halloween
         Christmas
   (F)   Parade requests for any other dates shall be subject to approval of Council and shall be accompanied by a $50 cash deposit to cover the cost of traffic control and escort. Fees are returnable only if the parade request is denied.
   (G)   Organizations who have sponsored parades on the above dates during the previous years will be given preference should more than one request be made. When more than one individual or organization requests a parade on one of the above dates, with no request from a previous sponsor, the organizations are encouraged to combine their efforts into a single parade. If agreement cannot be reached, the request first submitted shall be given preference.
   (H)   No more than one parade permit shall be granted for any single day nor more than one parade permit for the Christmas season in which the city will assume all costs for traffic control and escort. The city is thereby limited to assume costs on a maximum of seven parades per year.
