The City Manager or his designee shall cause written notice to be served in the manner permitted by R.C. § 731.52 or such other manner as the City Manager or his designee shall direct upon the owner, lessee, agent of the owner or tenant of such lands, notifying such persons to mow the lot or land as provided in § 96.25 within five days after service of such notice.
