§ 95.10 PERMIT REQUIRED FOR EXCAVATIONS.
   No person shall make an excavation in any city street for any purpose, except city employees when it is necessary to improve or repair such street, without first making a written application to the City Manager stating the character of the excavation desired to be made and the purpose for which it is intended, and receiving a written permit to make such excavation. The application shall be drawn so as to conform with the specifications adopted in accordance with this chapter. The person removing the surface dressing shall at any time within one year of replacing the same, on demand of the City Manager, repeat such work as believed necessary by the authorized officers of the city.
