No person licensed to sell liquor by retail, as hereinbefore provided, shall employ any minor as a clerk or bartender in or about his or her place of business, nor shall he or she harbor, entice, or permit any minor not accompanied by his or her parent, nor any insane, or intoxicated person, to loiter or remain in or about his or her place of business.
