A person or household owning more than three dogs and/or cats within the village at the time or prior to the effective date of this chapter, including a person who trains or boards dogs and cats, shall be exempt from the permit fee provided in § 91.11, or any renewal thereof; provided, however, that this exemption shall no longer apply if a permit is suspended or revoked as hereinafter provided.
