(A) A person or household zoned for commercial business (including persons or businesses that breed, buy, sell, trade, train, or board cats and/or dogs) may avoid the effect of § 91.10 by obtaining a special permit from the governing body.
(B) No special permit shall be issued until an inspection certificate has been issued by the Zoning Officer certifying approval of the premises and compliance with the applicable laws of the village. Prior to issuance or renewal of the special permit, the Zoning Officer or Police Department will inspect the site to make sure all of the following criteria are met:
(1) The premises shall be maintained according to all state laws and village ordinances;
(2) The premises shall be maintained so as to not be a public nuisance; and
(3) The premises shall be maintained so as to not be detrimental to the health, safety, or peace of mind of persons residing within a two-block radius.
(C) If at any time the Zoning Officer finds any of the following criteria are not being met, the permit shall be suspended or revoked.
(D) The fee for said permit or any renewal thereafter shall be $500. Said permit shall be valid for one year from date of purchase, unless said permit is suspended or revoked.
