Except as provided in this chapter, no person or household shall own or harbor, in any combination, more than three dogs and/or cats in excess of six months of age, except that a person owning up to three total of any combination of dogs and cats shall be allowed to harbor one litter of either cats or dogs six months of age or younger without penalty.
