(A) All nonmetered residential users of the wastewater facilities shall pay a flat rate charge of $35 per month. The flat rate charge consists of $11.50 for OM&R costs, $22 for debt service costs, and $1.50 for capital improvement costs.
(B) In the event use of the wastewater facilities is determined by the Department of Water and Sewer to be in excess of 5,000 gallons per month, the Department of Water and Sewer may require such flat rate user to install metering devices on the water supply or sewer main to measure the amount of service supplied.
