§ 112.23  TRANSFER.
   (A)   A certificate is not transferable without the consent and approval of the Board.
   (B)   Applications for a permit to transfer shall be filed in the same manner as an application for a certificate of convenience and necessity.
   (C)   The proceedings upon the application for a transfer shall be the same as those prescribed for the issuance of a certificate, except that the question of public convenience and necessity need not be proved.
   (D)   No certificate will be issued to any applicant unless the applicant be the holder in due course and for value of the title to the taxicab, and the holder of the certificate only shall be permitted to operate the taxicab, and the applicant shall not be allowed to engage the services of any person to operate his or her taxicab for him or her or in his or her stead at any time.
