§ 52.039  CONTROL MANHOLE.
   (A)   (1)   Any person who, on the effective date of these regulations, is discharging industrial waste into the sanitary sewerage system shall provide reasonable access, means and facilities for the purpose of permitting the convenient observations, measurements, and sampling of the industrial waste.
      (2)   If the access, means and facilities are not otherwise available, the person shall construct and maintain an accessible and safe control manhole on the waste line or lines for like purposes.
   (B)   After the effective date of these regulations, any person proposing to discharge industrial wastes in quantities greater than 25,000 gpd, or with strengths equivalent to 25,000 gpd of domestic wastewater, shall provide a control manhole in accordance with the requirements of the town.
