(A) Any person who is prohibited from discharging any substance as specified in these regulations, shall have the sole responsibility to devise, at his or her own expense, the methods for eliminating the problem so as to make any waste discharge eligible for a permit or for compliance with these regulations.
(B) (1) Each user shall provide necessary wastewater treatment as required to comply with this regulation and shall achieve compliance with all federal categorical pretreatment standards within the time limitations as specified by the federal pretreatment regulations.
(2) Any facilities required to pretreat wastewater to a level acceptable to the town shall be constructed, operated, and maintained in good working order at the user's expense.
(3) Detailed plans showing the pretreatment facilities and operating procedures shall be submitted to the town for review, and shall be acceptable to the town before construction of the facility.
(4) The review of the plans and operating procedures will in no way relieve the user from the responsibility of modifying the facility as necessary to produce an effluent acceptable to the town under the provisions of this regulation.
(5) Any subsequent changes in the pretreatment facilities or method of operation shall be reported to and be acceptable to the authority prior to the user's initiation of the changes.
(6) All records relating to compliance with pretreatment standards shall be made available to officials of the EPA or the state upon request.
(C) (1) Grease, oil and sand separators (traps) shall be required by the town for the proper handling of liquid waste containing grease, oil and/or sand and/or other substances in excessive amounts.
(2) Gas stations, automotive repair shops, restaurants, and other similar businesses shall be required to provide grease, oil and/or sand separators.
