(A) Sealed bids. All items, which have been advertised for competitive sealed bids, shall be submitted to the council at its next regular meeting or at a special meeting. These items shall have the written evaluation of the bids which concern the awarding of contract and/or contracts to the lowest responsible/responsive bidder, with due regard to quality of products.
(B) Purchasing officials. The Mayor is hereby designated as the Chief Purchasing Officer for the city. In the absence of the Mayor, an agent of the Mayor designated by executive order of the Mayor (but excluding any member of Council) is authorized to act as Purchasing Officer with the authority to enter into and administer contracts and make written determinations and findings with respect thereto.
