§ 154.03 PRINCIPLES AND STANDARDS.
   (A)   The street layout of all subdivisions shall conform to the major street plan. Whenever a tract to be divided embraces any part of a street it shall be so designated that all proposed streets shall be in alignment with existing or platted streets in the adjoining territory and in general conformity with a plan for the most advantageous development of the entire neighborhood. The streets shall be extended to the boundaries of the tract to be subdivided unless prevented by topography or other physical conditions, or, where in the opinion of the Planning and Zoning Commission, such extension is not necessary or desirable for the coordination of the layout of the subdivision with adjoining subdivisions or tracts. Streets shall intersect each other as nearly at right angles as practicable.
   (B)   Major streets shall be at least 50 feet wide between property lines except where indicated width between property lines of minor streets shall be at least 50 feet and that of local service streets or courts not over 400 feet long shall be 40 feet. Alleys, where provided, shall be at least 20 feet wide. For the purpose of these regulations, a local service street or court is defined as a street which serves the properties abutting thereon exclusively; a minor street is a street which in addition to serving the abutting properties, serves as a means of access to properties abutting on other streets; a major street is a street shown as such on the major street plan.
   (C)   Blocks shall not exceed 1200 feet in length and dead-end streets shall not be over 600 feet long unless topographical conditions are such as to render these provisions impracticable. In blocks over 900 feet long, a crosswalk at least ten feet wide shall be provided near the center and entirely across the block.
   (D)   In general, street property lines within the block deflecting at any one point more than ten degrees shall be connected with a curve. The radius of curvature on the center line shall not be less than 300 feet for major streets, 100 feet for minor and local service streets. At the end of a dead-end street a turning circle with a minimum radius of 40 feet along the property line shall be provided. At all street intersections the corners of the street property lines shall be rounded by a circular arc whose radius shall not be less than ten feet. This minimum radius shall be increased when the angle of intersection is less than 60 degrees. In business districts a corner cut-off may be substituted for the circular arc. Curb intersections shall be rounded by radii of at least 20 feet. The outer curb of a turning circle shall have a radius of at least 30 feet.
   (E)   The maximum grades shall not exceed 8% for major streets and 14% for minor or local service streets. All changes in grade shall be connected by vertical curves of practical length.
   (F)   The least width of roadways for major and minor streets shall be 27 feet between curbs for local service streets not over 400 feet in length, the least width shall be 24 feet between curbs.
   (G)   So far as practicable side lot lines shall be at right angles to the street on which the lot faces or radial to curved street lines. Lots with double frontage shall be avoided. Lots for residence purposes shall be at least 40 feet wide at the building line. No lot shall have an area of less than 5000 square feet.
   (H)   No plat showing reserve strips controlling the access to public ways will be approved except where the control of land comprising such strips are definitely placed within the jurisdiction of the city or county under conditions meeting the approval of the Planning and Zoning Commission.
