§ 92.22 COMPLAINTS AND INVESTIGATION.
   Whenever a complaint is filed with the Codes Enforcement Officer by a public officer or authority or by at least five residents of the city charging that any structure or premises is unsafe or is unfit for human habitation or that there is any other violation of this subchapter, or whenever the Codes Enforcement Officer from his personal observations suspects any violation or structure or premises is unsafe or unfit, he shall investigate such complaint or suspicion, and shall inspect such structures or premises where he has reason to believe violations of this chapter or of any other applicable code, ordinance, or statute exist.
