Any dog impounded three times within a 12-month period by virtue of a violation of any ordinance or state law shall not be returned to the owner and shall either be adopted by a new owner, unrelated to the original owner and of another household from the original owner, or shall be destroyed in a humane manner, if not adopted within the given time from the animal shelter holding said animal.
