Any parent or guardian who knowingly allows a juvenile to utilize skateboards in violation of this section shall himself or herself be a violator of this section and shall be fined upon conviction thereof in an amount of not less than $50 nor more than $500 for each offense. A presumption is hereby created that if a parent or guardian has been previously handed a copy of this section in relation to a first or second offense of a juvenile, that the parent or guardian knowingly allowed the juvenile to use the vehicle in a prohibited manner.
