(A) Vehicle stops and traffic enforcement are valuable means of accomplishing the duties inherent in law enforcement. As important as these tools can be, the protection of, and the preservation of the constitutional and civil rights of individuals remains the paramount concern of government and law enforcement in particular.
(B) To safeguard these rights, law enforcement personnel shall not engage in any behavior or activities that are racial profiling. The decision of an officer to make a vehicle stop, conduct a search subsequent to a stop, or seize property as the result of a vehicle stop, shall be solely based on articulable reasonable suspicions, observed violations of law or probable cause. Any search or seizure associated with a vehicle stop, whether voluntary or involuntary, shall comply with accepted constitutional and legal provisions.
