(A) The Operator and other duly authorized employees of the city bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of effluent record inspection and/or transcribing, surveying, inspection, observation, measurement, sampling, and testing of all wastewater treatment works under the management of the city in accordance with the provisions of these rules and regulations.
(B) The Operator and other duly authorized employees of the city bearing proper credential and identification shall be permitted to enter all private properties, through which a proper easement is on record, for the purpose of effluent record inspection and/or transcribing, surveying, inspection, maintenance, operation, repair and reconstruction of any portion of the wastewater treatment system under the management of the city subject to the terms of the easement.
