When required by the city the owner of any property discharging such wastes shall install a suitable chamber or chambers in the building sewer to permit observation, sampling, and measurement of the wastewater from his premises. Such chamber shall be constructed in accordance with plans approved by the city, shall be installed by the owner at his expense, and shall be maintained by him so as to be safe and accessible to personnel of the city.
