§ 51.057 REQUESTS FOR REDUCTION IN SEWER CHARGES.
   (A)   Excessive use.
      (1)   Requests for reduction in the sewerage service charge (as determined and described hereinbefore and after) will be allowed for water not entering the sewerage system if measured with a special meter and approved in accordance with the procedures described hereinafter. All meters shall be installed in accordance with the standards, rules, and regulations of the applicable public water works.
      (2)   Upon written request for a reduction in sewerage service charge, the city may reduce the sewerage service charge one time, if the city is provided with substantial evidence that the water did not enter the city sewerage system, and that the situation or condition that caused the excessive use has been satisfactorily corrected and/or a special meter has been or will be installed on the property.
      
   (B)   Leakage. No reduction in the sewerage service charge shall be made for leakage on any lot, land or premise, except in cases where the city is provided with substantial evidence that the water did not enter the city sewerage system, and that the situation or condition that caused the leakage has been satisfactorily corrected, at which time an adjustment may be made by the city.
      
   (C)   Adjustments. Any reduction in the sewerage service charge, other than refunds for special meters, given by the city may result in a sewage service charge equal to the average sewer service charge of the three previous months of service to that property or 50% of the water service charge for the period of time of the excessive use or leakage, whichever is greater.
